What is 10+2?
It is new requirement imposed by the U.S. Department of Homeland
Security on maritime cargo destined for the United States. The
Importer Security Filing and Additional Carrier Requirements
requires carriers to submit a vessel stow plan and container
status messages under certain scenarios where cargo containers
are destined for the United States. The rule also requires importers
or their agents to submit an Importer Security Filing (ISF)
with eight data elements, no later than 24 hours before the
cargo is laden aboard a vessel destined for the United States.
Effective date: January 26, 2009.

Who is responsible for filing 10+2?
The party required to submit the Importer Security Filing (ISF)
is the party causing the goods to enter the limits of a port
in the United States. This party is known as the "ISF Importer".

Information will be required by Customs for all ocean shipments
at least 24 hours prior to the vessel loading at the foreign
port of lading. |

What are the requirements of 10+2?
10 data elements referred to as the Importer Security Filing
(ISF) to be supplied by importer
- Manufacturer (or supplier) name and address
- Seller name and address
- Buyer name and address
- Ship to name and address
- Container stuffing location
- Consolidator (stuffer) name and address
- Importer of record number or FTZ (Foreign Trade Zone) applicant
identification number
- Consignee number(s)
- Country of origin
- Commodity HTSUS number
2 data elements to be supplied by carrier:
- Vessel Stow Plan
- Container Status Messages for all the events of that shipment

What will happen if importer does not provide a complete,
accurate and timely filing after Jan 26, 2009 - Jan 25, 2010?
Importers may receive a warning from CBP for incomplete, inaccurate
and not timely filling. Importer is REQUIRED
to submit 10+2 filing 24 hours before cargo is loaded. There
will be no penalty fine for none-compliance during this period.

How to submit 10+2 filing?
All ISF filings are to be done electronically via vessel Automated
Manifest System (AMS) or the Automated Broker Interface (ABI).
