Dear Valued Customer,
In an effort to decrease air pollution 45% by 2012, the Pedro
Bay Clean Air Action Plan (CAAP) in partnership with the Ports
of Long Beach and Los Angeles have announced a Clean Truck Tariff.
Effective October 1, 2008, the Ports of Long Beach and Los Angeles
will begin implementing the Clean Truck Tariff (CTT). This tariff
includes a Clean Truck Fee (CTF), a $35 fee on 20’ containers,
and $70 fee on 40’, 40HQ’ and 45’ containers.
Please note that this is not a Topocean fee but a port terminal
fee.
All CTF fees will be charged to the Beneficial Cargo Owner (BCO),
or owner of the containerized cargo, and applied on all truck
moves. This includes all carrier off-dock rail moves entering
and exiting the terminals. On-dock rail moves and inter-terminal
moves will not be subject to this charge.
As reference, CTT was created to help fund the modernization of
the ports’ drayage fleet as part of the San Pedro Bay Ports
Clean Air Action Plan (CAAP). The CAAP was implemented out of
a critical need to address the environmental and public health
impacts of port-related goods movement.
The CAAP accelerates the efforts of a California Air Resources
Board pollution reduction plan by requiring faster replacement
of existing cargo-handling equipment with new equipment that will
meet the toughest U.S. Environmental Protection Agency emissions
standards.
